The way we do them is to print out an image or graphic from the computer, cut out the shape, and then lay or tape it onto the mask. Once you have done that go and drybrush on an out line of the image in your background color like, and peel the tape off. Once you have done this you should have an outline of what you want and then just need to paint it in and firm up the edges.
You want to use a very fine brush, like a 00 or 000 and I would recommend the sable hair brushes over any of the acrylic crap. You can get a lot of cool and fun colors from your local gaming/warhammer/D&D store as the same paint you would use for miniatures works quite well for the masks. When you are actually applying the paint you want to drybrush the image on over many layers to make sure you do not clog up the mesh.
If you have never done any fine detail painting before you may want to have some toothpicks handy to poke through and remove excess paint. Once your image is done, you need to seal it. This is probably the most important part. Use a very good hard acrylic or clear varnish and avoid using anything that you would spray on.
A couple of things to remember:
If your design is complex you may need to do it in layers or stages so try to plan it this way from the start.
This is not a race! Take enough time to do it right or you may wind up with a bad paintjob or a ruined mask.
DO NOT use spraypaint unless you a very, very good with it and have tried it on fine detail work before.
If your design is more than a solid color take a spare mask with you to every local tourney. Most people think that painted masks are very cool but there is always some joker who would rather be a rules lawyer than a fencer and will whine about it to the judge. It is best to have a backup.
