It's primarily a work on fencing history, as far as I know, not an actual treatise on fencing techniques.

Yes, from what I can recall of the time I read it, it is a learned rant in classical Latin about how fencing is an ancient and respectable art which has been corrupted by the fencing guilds, and how the manuscript now known as Royal Armouries I.33 shows that the Germans of old got things right. I will work up a talk on it one of these years.
